Current Developments and implications of the Executive Decision “COM(2025) 367 final” of 30/06/2025 of the Council of the European Union on the modification of the Greek Recovery and Resilience Plan

In the last few weeks we have had several amendments and new EU decisions on the project in Prinos. This article first deals with the regulation that exempts Energean from the storage obligation while allowing it to acting either as an “operator” or as a “facility owner” and using subcontractors.Furthermore, another important event that will concern us is the Executive Decision of the Council of the European Commission COM(2025) 367 final of 30.6.2025 by which Greece requested the withdrawal of measure 16997 and parts of measure 16831, citing “apparent disruptions in the supply chain”. These measures provided for the approval of environmental conditions and the completion of the technical feasibility study for the CCS project, with a view to maturing and starting the implementation of the related investments. On the basis of this withdrawal, the project loses (for the time being) its funding from the CDF, which was considered a key source of support. Another point of focus is the financial soundness of the operator and the role of compensatory measures
